Vacancy position for holding of DPC for PS Gr. B for the year 2015-16


Everybody knows that Directorate vide Memo no. 9-02/2015-SPG dated 14.09.2015 has called for the vacancy position in PS Gr. B cadre as on 1/9/2015, 1/10/2015 and 1/11/2015 from all Circles by return of post for holding of DPC for promotion to the cadre of PS Gr. B for the vacancy year 2015-16.  Due to our constant efforts  and hard work it has been decided by the Directorate to convene the DPC either at the end of this month or in the first week of next month subject to receipt of requisite information from circles. Directorate has also called for the names of the PS Gr. B officers who working in other circle and requested for re-allotment to parent circle.
   
As per the records available and maintained by General Secretary, following is the month wise and circle wise vacancy position in PS Gr. B cadre.

All Circle Secretaries are directed to confirm the following vacancy position to GS and ensure the submission of requisite information by their circle to Directorate within 2 days.

Revision of Cycle Maintenance Allowance of GDS Mail Carrier / Mail Deliverers

Postal Directorate vide memo no F. NO 41-1/2011 - PAP dated 15.09.2015 has issued orders revising the CMA of GDS to Rs 90/- per month with immediate effect. It was also ordered that the CMA will be increased by 25% as and when the DA payable on revised pay scales goes up by 50% in future.

Central Govt asked the Departments to move compulsory Retirement proposals in respect of Employees who are inefficient and doubtful Integrity

To tone up the bureaucratic apparatus and weed out officials of doubtful integrity and efficiency, the government has asked all its departments to identify such public servants and move proposals for their premature retirement. 

The move by the Department of Personnel and Training follows a meeting chaired byCabinet Secretary P K Sinha recently on mechanisms to be adopted to ensure probity among government servants.

PROS AND CONS OF INDIA POST PAYMENT BANK LICENSE.

The Reserve Bank of India (RBI) recently gave a licence to India Post to function as a payments bank. Does it change anything for the people? Post offices in India have already been working as payments banks. Individuals open accounts, deposit and withdraw money by cash or cheques and receive payments through them. All these transactions are meticulously recorded manually in their passbook. Post offices do not provide any loans or carry out any credit transaction. This has been in operation for more than a century and much before the RBI came into existence. So, what would change after the RBI’s licence?

The Department of Post (DoP) had earlier applied to RBI for a banking licence for its fully-owned subsidiary, India Post. The DoP’s assets and liability position, as revealed by its balance sheet, was far from satisfactory for RBI’s comfort to allow the grant of a banking licence to the parent organization. Its annual deficit kept increasing from Rs.5,339 crore in 2013-14 to Rs.6,378 crore in 2014-15 to Rs.6,665 crore in the budget of 2015-16. As a result, the banking licence had to be granted to a separate entity, India Post, with distinct assets and liabilities of its own. The RBI’s licence for payments bank to India Post should, therefore, separate the banking business from various other services provided by DoP, which may or may not run on a commercial basis. A commercial focus on the banking business is desirable for viability and efficiency.
