Seventh Pay Commission for Central Staff announced - 26/09/2013


FM: Prime Minister Approves the Constitution of Seventh Central Pay Commission; Recommendations are Likely to be implemented with effect from 1st January, 2016 

The Finance Minister Shri P.Chidambaram in a statement said here today that the Prime Minister has approved the constitution of the Seventh Central Pay Commission.

The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented as follows:

4th CPC                       1.1.1986
5th CPC                       1.1.1996
6th CPC                       1.1.2006

The average time taken by a Pay Commission to submit its recommendations has been about two years.  Accordingly, allowing about two years for the 7th CPC to submit its report, the recommendations are likely to be implemented with effect from 1.1.2016.

The names of the Chairperson and members as well as the terms of reference (ToR) of the 7th Pay Commission will be finalised and announced shortly after consultation with major stakeholders.

10% Hike in Dearness Allowance from July, 2013 approved by Govt.

Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.7.2013 

The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent.

India Post banking system roll-out moves to user acceptance

Infosys is embarking on training India Post staff in how to use its Finacle banking system after completing the roll-out of the system at 155,000 post offices in India.

India Post is moving to the user acceptance phase of a project that began in August 2012, after Infosys won the contract to supply a core banking system to India Post.

C. N. Raghu, head of Infosys in India, said that, with 40% of the Indian population having no bank account, India Post with 155,000 branches is the ideal organization to get rural people into the banking system.
India Post has one branch per 8,000 people and 21km2.“We have finished our part of the project and will start user acceptance,” sad Raghu. “When we have finished that, the government standards agency will look at it and then it’s up to India Post to start using it.”

Rs 752 crore lying unclaimed with postal department

A huge balance of Rs 752.44 crore is lying unclaimed in different post offices in the country. The postal authorities have not taken any step to return the money to the legitimate claimants.


In response to an RTI query by activist Subhash Agrawal, the postal department said that the money is lying unclaimed in 2.49 crore accounts. The central information commisison, however, has now directed the postal authorities to reveal 100 largest amounts lying unclaimed out of the total 2 crore accounts. 

The money can be withdrawn from these accounts through fraud and may not reach the natural claimant, said the activist. The information about such accounts will ensure transparency.
