Indian Postoffice Act 1898 and Monopoly of DOP, reflected in facebook group debate


Indian Post Office Act, 1898 section 4:

a) letters sent by a private friend in his way, journey or travel, to be delivered by him to the person whom they are directed, without hire, reward or other profit or advantages for receiving, carrying or delivering them;
b) letters solely concerning the affairs of the sender or receiver thereof, sent by a messenger on purpose; and
c) letters solely concerning goods or property sent either by sea or by land to be delivered with the goods or property which the letters concern without hire, reward or other profit or advantages for receiving, carrying or delivering them;

Provided that nothing in this section shall authorize any person to make a collection of letters except as aforesaid for the purpose of sending them otherwise than by post.

HOW PRIVATE COURIER COMPANIES ARE DOING THIS JOB? IS THERE ANY AMENDMENT IN THIS IPO ACT FOR DOING SO?

               Nice question asked by Srinivasan, But everyone know about IPO ACT constitution is being violated to fill courier pockets. Even government of India too is being numb and duff. Who will stop this???

Organizational Restructuring in the Department of Posts

Subject: Organizational Restructuring
 Dear Sir/Madam,
                 With the approval of the Secretary a Committee for Organizational Restructuring in the Department of Posts has been constituted under the Chairmanship of Shri Ashutosh Tripathi, CPMG, Madhya Pradesh Circle.  The Terms of Reference of the Committee are:
a)            To revisit the norms for creation of new Postal Divisions and Regions as well as upgradation of Class II Division into Class I Divisions;
b)            To study the feasibility of organizational restructuring of field formations (Circle and below) keeping in view the emerging needs for India Post in the new socio-economic environment;
c)             Review of norms for upgradation of Post offices;
d)            To study the feasibility of strengthening / creation of Postal Assistants /Sorting Assistants Posts in view of the increased need of Systems Administrators;
e)           Any other relevant issue as may be assigned by the Competent Authority later.

 2.         The Committee is at present examining the feasibility of Organizational Restructuring of field formations (Circle and below) keeping in view the emerging needs for India Post in the new socio-economic environment as well as induction of technology in the Department.  While deliberating on this, the Committee has decided to obtain valuable inputs from the concerned stakeholders. 

  3.         In the light of the above, you are requested to kindly provide your considered views on what, according to you are the problems (both administrative and operational) in the current Organizational set up and what could be the possible revised structure for all category of Offices that could address these problems  with the given human & financial resources.

4.         On the basis of various discussions that the Committee Members have held with the other Officers, possibility of creation of Vertical Silos has also emerged.  You may also give your views on this clearly identifying the possible Silos given the nature of the work in the Department of Posts not only as per the current scenario but also the possible one in the next decade; along with their possible structures; responsibility, financial; and reporting system etc.  The possibility of extending the Silos till the Head Post Office may also be considered.

Unauthorised absence with Medical Reports - Clarification

New Delhi, May 14, 2012(HT): The Delhi High Court has ruled that if an employee remains absent for long owing to medical emergency in the family, resultant domestic problems and submits proof of it, he cannot be dismissed for taking ‘unauthorised’ or ‘excessive’ leave.

“Once the enquiry officer was satisfied that the delinquent employee had taken leave, though excessive, for the sickness of his wife and that medical documents had also been given by him, the enquiry officer had no business to say the workman was guilty of availing excessive leave,”Justice PK Bhasin ruled.

He also said the authority could not punish the employee for unauthorised absence.

Announcement of vacancies for PS Group B Examination

The PS Group B Examination is scheduled to be held on 03.06.2012. But the vacancies for the Examination is yet to be notified by the Directorate. Department has taken decision to conduct PS Group ‘B’ exam on 3rd June, may be under old recruitment rules only.

Current status of Khandelwal Committee Report for Banks



Government constituted a Committee on Human Resources issues of Public Sector Banks (PSBs) under the Chairmanship of Dr. A.K. Khandelwal, who has submitted its report. The Committee made 105 recommendations on matters related to Manpower and Recruitment Planning, Training, Career Planning, Performance Management, Reward Management, Succession Planning and Leadership Development, Motivation, Professionalisation of HR, Wages, Service Conditions and Welfare, etc. As 49 recommendations required further deliberations, the remaining 56 recommendations were forwarded to PSBs with the request that an HR Plan for each Bank be prepared and got approved by the respective Board of Directors.

CORRIGENDUM OF CGEGIS TABLES 2012

New Delhi, May 10, 2012(PIB): Department of Expenditure, Ministry of Finance’s Memorandum of even no. dated 24th April, 2012, attached the Tables of Benefits for the savings fund of the Scheme for the year 2012 based on a subscription of Rs.10 per month from 1.1.1982 to 31.12.1989 and Rs.15 per month w.e.f. 1.1.1990 on wards and table of benefits based on a subscription of Rs 10/-p.m throughout. 

Owing to certain inadvertent error in the tables dated 24th April, 2012, the revised and corrected tables are issued vide No.7(l)/EV/2012 dated May 9, 2012 which is placed below. The earlier tables circulated with the OM under reference have been cancelled and accordingly, its have been withdrawn.
 
The payments already made on the basis of earlier tables may be revised in accordance with the revised and corrected tables given below. Excess payment made, if any, should be recovered.
