Madhya Pradesh to be the first state to set up Department of Happiness

The Madhya Pradesh cabinet on Friday cleared a proposal to set up a Department of Happiness or Anand Vibhag. With this, MP would become the first state in the country to have such a department.

Speaking to the media, Chief Minister Shivraj Singh Chouhan said that economic prosperity is not the sole indicator of happiness and it is important that the self, mind and the soul is truly happy.

Postal savings schemes to have passbooks

RATE REVISION HASN’T AFFECTED NUMBER OF DEPOSITORS, SAYS POSTMASTER GENERAL

From July 1, customers investing in Kisan Vikas Patra (KVP) and National Savings Certificates (NSC) will not be issued printed certificates. They will instead get them as passbooks.

Earlier, the Department of Posts planned to shift to issue the certificates in electronic mode.

However, officials said that as the efforts to issue e-certificates did not materialise, it was decided to provide KVP and NSC in the form of passbooks.

At present, about 25,000 certificates of KVP and NSC are being sold under various denominations every month in the Chennai city region. While the KVP is available from Rs.1,000 to Rs.50,000, the denomination for NSC starts at Rs.100 and is restricted to Rs.10,000.

Government is firming up plans to set up 650 branches of India Post Payments Bank at all major district headquarters by September 2017, Telecom and IT Minister Ravi Shankar Prasad today said in a letter to all postal employees.

"The India Post Payments Bank shall be set up with an investment of Rs 800 crore. The plan is to roll out 650 branches at all major district headquarters so that it may leverage the extensive outreach of the Department of Posts," Prasad said in the letter.

The Cabinet on June 2 cleared the proposal to set up India Post Payments Bank (IPPB) with a corpus of Rs 800 crore and a plan for 650 branches operational by September 2017. It will be scaled up further to cover the entire country by the end of 2018-19.

"The Prime Minister has urged that these 650 branches shall be made fully functional by September 2017," Prasad said.

DoP is gearing up to launch the payments bank with a workforce of 3.5 lakh.

Prasad, in his letter, reached out to all postal employees for support.

"I earnestly appeal to all employees of the department and the Grameen Dak Sevaks to take pride and ownership in establishing the India Post Payments Bank which truly serves the cause of Antyodaya - serving the last man standing," he said.

He reasoned that the postman has a vital emotional connect and is almost part of every family in villages.

GUNMEN TRYING TO ROB POST OFFICE, OPEN FIRE, INJURED GUARD

An employee of Gauripur post office was injured inside his office in lower Assam's Dhubri district this evening when gunmen opened fire in a bid to rob the post office, the police said.

The two assailants went to the post office around 6.30 PM when its Post Master Rabindra Kumar Biswas was counting the day's collection of small savings before depositing the amount in the nearby sadar police station, they said.

PIB clears India Post's Rs 800 crore proposal for payments bank

NEW DELHI :The Public Investment Board has approved the Rs 800-crore proposal from India Post for setting up a payments bank and it will be placed before the Cabinet within a month for final approval. 

PIB, under the Finance Ministry, whets the investment proposals by state-run entities.

"The PIB meeting has been held on January 19 and the proposal has been approved. The recommendations of PIB will now be placed before the Cabinet for final approval," a senior official of Department of Post (DoP) told PTI.

With his rickety bicycle and sackcloth mail bag, 62-year-old Indian postman Chet Ram does not look like a worker at the vanguard of an e-commerce revolution delivering everything from mobile phones to cow manure.
He pedals miles each day in Rajasthan, ferrying packages to villages, and takes payments in cash because most of his customers do not have bank accounts, let alone credit cards.

MINIMISE USE OF POSTAL STAMPS TO SAVE MONEY, MANPOWER , ENERGY AND ABOVE ALL, THE ENVIRONMENT

Lucknow: To save crores of rupees to the exchequer every month as also curb cutting of trees, Governor Ram Naik has started a campaign to promote use of franking machines by government offices and bulk users to discourage postal stamps of low denomination.

Naik also raised the issue before President Pranab Mukherjee at a recently concluded two-day conference in Delhi and has written a letter to Union telecom minister Ravi Shankar Prasad in this regard, appealing to minimise use of postal stamps to "save money, manpower , energy and above all, the environment."
During an informal inspection of secretariat, Naik noticed dispatch staff was pasting 25 postal stamps of Re 1 and stamps of different denominations on various packets and envelopes. "I was taken aback to see that in a digital era, one person is deployed only to paste stamps manually," Naik told TOI on Saturday, after calling the post and telegraph staff to install franking machines. Now, one staff who used to dispatch 60 envelopes in a day completes his work in an hour," said Ram Naik, adding that the same staff disposes other duties in the remaining part of the day.

Postal Department Has Overtaken SBI on Digital Connectivity: Ravi Shankar Prasad

MUMBAI: The postal department has surpassed the country's largest lender, SBI, in terms of digital connectivity even before its payments bank launch, Union IT and Communications Minister Ravi Shankar Prasad today said.

"The core banking solution (CBS) or digital connectivity of the postal department has surpassed the State Bank of India's digital connectivity," Prasad said at a special session on the third day of the ongoing Make in India week here.

There are over 1.50 lakh post offices across the country, of which 1.25 lakh are in rural areas, and the department had embarked on CBS connectivity a few years ago.

Government Set To Increase Provident Fund Interest Rates

DELHI: The Employees Provident Fund Organisation’s (EPFO) finance panel has recommended raising the interest rate on statutory savings of over 5 crore subscribers from 8.75% to 8.95% during the current fiscal.

The proposal has to be endorsed by the central board of trustees before the finance ministry notifies it. If it goes through, it will be the highest return since the 9.5% paid in 2010-11 and the highest ever real interest rate (after netting out inflation) in recent years. An 8.95% rate will translate into returns of nearly 12% for those in the highest slab as the withdrawals and interest earnings do not attract tax at the time of withdrawal.

A major fire broke out on the second floor of Tallakulam Head Post Office here on Tuesday night. Fire and Rescue Services personnel, with the help of five fire tenders from Madurai and Tallakulam stations, fought the flames for more than an hour.

INDIA POST HAS DIVERSIFIED ONLINE BUT FACES OBSTACLES IN GETTING YOUTH TO OPT FOR SERVICES

Before the month ends, the Postal Department will have taken another step towards digitalisation of its services by introducing internet banking. But, it still has a long way to go before ensuring the digital generation is drawn to its services.

It has already taken several other measures, which are expected to be attractive to youngsters. Of the 2,340 post offices in the Chennai city region, 521 have been networked with core banking solutions so far. This would help customers operate their accounts or carry out transactions from any networked post office.

Three postal department officials, including the postmaster of the main post office of Hajipur have been suspended for non-delivery of New Year greeting cards send by Union Minister Ramvilas Paswan to the people of his Hajipur Lok Sabha constituency.

Acting on the complaint of LJP workers and others that greeting cards send by the Minister was found abandoned on the third floor of the district bar council building, Superintendent of Post Umesh Chand Prasad ordered suspension of the three officials.

Launch Of Post-Terminals For BPMs - Rural ICT Project

Department has launched issue of Post-Terminals (POTD Devices) to BPMs on pilot basis on 28.12.2015 in the states of U.P, Rajasthan and Bihar as part of implementation of RICT ( Rural Information & Communication Technology). 

Key highlights of RICT
  1. Branch Post Masters to be given a hand held device for day-to-day operations
  2. Through the hand held device, BPM will be able to do transactions for Core Banking, Insurance and Mail Operations
  3. Scanning of documents and barcodes through a scanner
  4. Regional language support on the handheld device
  5. Provision of solar panels for battery charging at all Branch office

Women and Child Development Minister Maneka Gandhi Monday said the Ministry of Labour has agreed to increase maternity leave to six-and-a-half months. “We had written to the Labour Ministry asking that the maternity leave be extended taking into account the six months of breastfeeding that is required post childbirth. The Labour Ministry has agreed to increase it to six-and-a-half months,” said Maneka.

Central Govt asked the Departments to move compulsory Retirement proposals in respect of Employees who are inefficient and doubtful Integrity

To tone up the bureaucratic apparatus and weed out officials of doubtful integrity and efficiency, the government has asked all its departments to identify such public servants and move proposals for their premature retirement. 

The move by the Department of Personnel and Training follows a meeting chaired byCabinet Secretary P K Sinha recently on mechanisms to be adopted to ensure probity among government servants.
