IMPORTANT - INSTRUCTIONS ON CASH ON DELIVERY ARTICLES

Procedure to Deal with COD articles in Postman Module


COD Articles receive , invoice and delivery procedure were included in this post to easy understand.
Main Modules were required to Update COD article delivery:
·                     R Net Communication.
·                     Postman 
·                     ePayment


How to receive ?
COD Articles messages were received through R Net Communication. So whenever received articles physically you should Run R Net Communication until COD Article message receive.
COD Articles not yet received even execute R Net Communication
Some offices may not updated the latest version before receive the COD articles, but after update MM 7 Update -7 article information not received.
In some cases Offices were updated before receive the COD articles but messages were not received.

Solution
1.    Update the Latest release of dated 17.12.13 Log in as Postman Supervisor send Request resend for COD articles under Tools option.
2.    Execute R Net Communication.
Note1: If problem not fixed kindly contact CEPT for Solution.
Note2: Request resend option available in only update 9 dated 17.12.13

The Divl. Administrator of Postal Division has to create this. The Customer details are to be mentioned while registering COD biller. The Delivery Post Office concerned of the PIN Code  mentioned therein acts as the Payment office for affecting payment of COD Amount.

EBiller ID (if customer wants to avail COD)
The Divl. Administrator of the Division (both RMS and Postal) can perform this operation by logging into ParcelNet Website at URL
Application installation (if it is a Parcel Booking Centre)
Point of sale, RNet communication, BNPL application available at CEPT ftp site ftp://ptcinfo.org/Meghdoot7/Updates/ParcelNetUpdate29112013/
have  to be installed.  The Solutions available therein for the software issues noticed/observed so far also to be updated.

Invoicing to Postman (Non COD article)
Bag receipt
The Barcode validation already implemented has been removed w.e.f. 18.12.2013.  The delivery post offices who face the problem due to non receipt of valid barcodes (bag/article) can download the new Postman software available in SolutionsToParcelNetUpdate from CEPT ftp siteftp://ptcinfo.org/Meghdoot7/Updates/ParcelNetUpdate29112013/and use the same for receiving the bag/invoicing the articles
Invoicing to postman (COD article)
Electronic data from Central Server
Once COD article is booked, Electronic data is transmitted by Central Server to concerned Delivery Post Office.   In case, the delivery post office has not upgraded by the time of receipt of electronic information, then it is not possible to invoice the article even though it is physically received.  In such a case, the Post Office need to use option “Request COD  electronic data” available for  Postman Supervisor. Then the electronic data pertaining to the COD articles selected by Postman supervisor will be transmitted to the Post office again.  
Delivery of Article
Correct pincode at the time of Booking
If pincode not matched, the article has to  be returned to sender. No redirection facility is available for COD articles
Payment details updation in ePayment system
Once COD article is delivered in postman module, data will be transmitted internally to epayment system and then e-payment communication will transmit the delivery particulars to ePayment central server.

Transmission of data to Payment Office
Based on the Pincode of the Customer entered at the time of COD Customer registration in ePayment system,  the ePayment server transmits the data of all COD articles delivered across the country to that Payment Office.  This information is automatically available in Treasury module of

CEPT Released the Meghdoot7.0 Update 9 (ParcelNet)

ParcelNet release including Update-9 to Meghdoot 7.0


As per the orders of Directorate to have an end to end tracking facility for Parcel category items , a new software viz., ParcelNet has been developed. This ParcelNet application is used in Parcel Hubs/Express Parcel Hubs along with a new ParcelNet Communication Software. All the operations of Parcels in Post offices have been integrated with Meghdoot modules such as Point of Sale, Despatch and Postman modules. 

Further, Department is going to launch two new Parcel Services viz., Business Parcel and Express Parcel w.e.f. 02.12.2013. In these new Parcel products, BNPL and COD facilities have been allowed for registered Bulk customers. Therefore, the ParcelNet application at RMS level & all the related Meghdoot modules at Post Office level, have been modified to incorporate the booking/transmission/ delivery/payment of these new parcel products. The Standard Operating Procedure and Accounting Procedure for these two new parcel products, released by Directorate prescribe the operational and accounting flow 

Therefore, consequent on implementation of ParcelNet update, electronic flow of data and end to end tracking will be available in respect of the following parcel products:

a) Registered Parcels
b) Express Parcels (new service to be launched on 02.12.2013)
c) Business Parcels (new service to be launched on 02.12.2013)

MOBILE MONEY TRANSFER FACILITY LAUNCHED


Instant Money Order from today

The long wait for postmen to deliver money order is over, at least for customers in southern districts of Tamil Nadu. In a bid to keep pace with private players, the Department of Post is simplifying the money order delivery system, by introducing Mobile Money Transfer (MMT) in selected circles from Saturday.

The system which was successfully implemented in 15 other Indian states including Kerala, will be available at 95 post offices in the southern districts of Tamil Nadu from Saturday. Of these select post offices 32 are in Madurai division. The public who want to use MMT can approach any of the select post offices and fill up a form to avail the service.

They have to give the full address and phone number of the recipient apart from providing the amount to be sent. Within few minutes, the sender and recipient would receive a confirmation SMS with transaction ID from the DOP. Besides, the sender would receive a secret code which he has to communicate to the recipient.

Q1. What is ePOST?

ePOST enables customers to send their messages to any address in India with a combination of electronic transmission and physical delivery. ePOST sends messages as a soft copy through internet and at the destination it gets delivered to the addressee in the form of hard copy.

Q2. Where can ePOST facility be availed?

ePOST facility can be availed at select Post Offices across the country. Currently more than 13000 Post Offices are providing ePOST service and we are constantly upgrading the network. Customers can also avail the ePOST facility from their  premises – Corporate ePOST & Pre-Paid User .

Release of Speed Net 4.1 by CEPT, Mysore

In order to further improvise the features and functionality available in Speed Net and resolve some of the operational issues faced by the Circles, a new version of Speed Net called “Speed Net 4.1” has been released by CEPT. The files containing the new version of the Speed Net software is available for download at the CEPT FTP site : ftp://cept.gov.in/SpeedNet/Speednet4.1/

2. What does the new version provide?
Version 4.1 adds following features:
(i) Returned to Sender (RTS) / Missent remark for despatch of Speed Post articles would be mandatory for delivery Post Offices. Without valid RTS/missent remarks, the article cannot be returned back by the post offices. This should resolve the problem of lack of RTS remarks faced by many circles.
(ii) Provision to select delivery date while taking delivery returns in case of bulk deliverythrough Sorting Hub/IC Hub under Bulk Delivery option has been made for Sorting Hubs and Intra Circle Hubs. Thus, in case the bags have been close and sent for delivery by a Sorting Hub on a particular day but delivery could not be done for any reason the same day, there would be a provision to enter the actual date of delivery. However, it is informed that this provision may be used carefully.   
(iii) Bulk Addressee Special Delivery Slip (generated by SH/ICH for making bulk delivery directly to the bulk addressee) has been redesigned and it is available for SH / ICH. This allows printing of 3 Speed Post articles per row, and hence, consumes less paper.  
(iv) Updation of delivery remarks for Articles under “Other Office Articles – Delivery Data” option is now limited to offices falling under the PIN code jurisdiction of a delivery Post Office. This has been done to prevent misuse of the feature of updation of delivery data facility.  
(v) A provision now exists to upgrade local databases from Central Server through Speed Net Communication. This would help the central system to push new updates to the local systems centrally.
3. All post offices (whether booking or delivery), Sorting Hubs (Speed Post) and Intra Circle Hubs (Speed Post) are required to download and install Speed Net 4.1 from the url/website details given above in this mail. A “Release Document” along with a “read me” file containing details of the software version, installation procedure, check list etc. is attached with this e-mail. The same may be brought to the notice of all concerned.
4. It is requested that all post offices, all Sorting Hubs and all Intra Circle Hubs may be directed to download and install Speed Net version 4.1 at the earliest and latest by 07.11.2013. A compliance report may accordingly be sent only by e-mail to the undersigned.

 In Some offices while giving the Despatch bags Option, it shows the error as "Could not find stored Procedured 'P_GetBagsdespatched'".

DB Analyzer updation made easy

Added Feature: 
Downloading DB Analyzer made simple. Just click on menu Download DB Analyzer. The zip file will be downloaded and files will be extracted to DBA default path automatically. If default path not available, then the Directory will be created.  Shortcut will be placed on Desktop and  DBA will run to confirm the updation.

DBAnalyzer has a new feature to generate a consolidated report of all discrepancies in the database. Unzip the additional exe  all the DLL files included in the DBAnalyzer zip file and copy to the DBAnalyzer folder.
