7th Pay Commission latest news: Government has to notify CPC recommendations within 7 days to implement salary hike from August

Without the official notification, the salaries received by central government employees on August 1 would not be hiked as per the CPC recommendations.

New Delhi, July 20: Although the revised recommendations of 7th Pay Commission has received a formal nod of approval from the Union Cabinet, the gazette notification for finalizing the salary hike is awaited. Without the official notification, the salaries received by central government employees on August 1 would not be hiked as per the CPC recommendations. Government has to notify the new pay scale within 7 days in order to implement the 14.29 percent hike in basic pay.

7th CPC : New salary from August 2016?

As per Report by AIRF on New 7th pay commission salary – On 13.07.2016, Shri Shiva Gopal Mishra, General Secretary, AIRF (All India Railwaymen Federation) has clarified to the effect that revised 7th Pay Commission recommended Pay will be paid from August salary.

Earlier he announced on 8th July about payment of enhanced salary from July which appears to be totally baseless.

Centre to announce Pay, Pension hikes for its Employees this evening

The Union Cabinet on Wednesday approved the recommendations of the Seventh Pay Commission with minor changes, a top official source told The Hindu. Union Finance Minister Arun Jaitley, who left for Chandigarh soon after the Cabinet meeting, will announce the hikes this evening.

The Finance Ministry, which had recommended a 23.55 per cent overall hike in salaries and pensions for over 1 crore central government employees, pensioners, in line with the Commission’s recommendations, is fine-tuning the details, the source said.

Finance minister rolls back proposal to tax provident fund

New Delhi, Mar 8 (PTI) In the face of all round attack, Finance Minister Arun Jaitley today completely rolled back the controversial proposal to tax the employees' provident fund (EPF) at the time of withdrawal.

Taking the first opportunity available, he made a suo motu statement in the Lok Sabha in which he also announced withdrawal of imposing monetary limit for contribution of employers to provident and superannuation fund of Rs 1.5 lakh for taking tax benefit.

News have surfaced that the Prime Minister has instructed the Finance Minister to put a hold on the proposed plan to impose taxes on PF withdrawals. Finance Minister Arun Jaitley is expected to make an official announcement in this regard shortly.

Government Set To Increase Provident Fund Interest Rates

DELHI: The Employees Provident Fund Organisation’s (EPFO) finance panel has recommended raising the interest rate on statutory savings of over 5 crore subscribers from 8.75% to 8.95% during the current fiscal.

The proposal has to be endorsed by the central board of trustees before the finance ministry notifies it. If it goes through, it will be the highest return since the 9.5% paid in 2010-11 and the highest ever real interest rate (after netting out inflation) in recent years. An 8.95% rate will translate into returns of nearly 12% for those in the highest slab as the withdrawals and interest earnings do not attract tax at the time of withdrawal.

IN SECRETARIAT LDC/UDC CLERKS ARE GOING TO BE PLACED WITH HIGHER PAY?????

According to a report in Press Trust of India (PTI), Tech-savvy and multi-tasking Executive Assistants will replace staffs working as Lower and Upper Division Clerks (LDCs and UDCs) in government jobs. 

The sixth Central Pay Commission had recommended that multi-skilled executive assistants with educational qualifications of a degree from a recognised university and a one year diploma in computer education should be recruited.

The multi-skilled executive assistants will execute the work of both, the present day assistants and stenographers and in their case CSS and CSSS cadres would be incorporated. Interestingly, the Commission did not make any suggestion on introduction of the scheme in its report submitted to the government recently.

Subject: – Raising of Bonus Payment Ceiling to the Central Government Employees. Reference: – The payment of Bonus (Amendment) Bill 2015. 

Sir,
The Payment of Bonus (Amendment) Bill 2015 was passed by both the houses of the Parliament. The amendment provides that the existing Ceiling limit of Bonus for 30 days Rs. 3,500/- is enhanced to Rs. 7,000/- for 30 days. This amendment will take effect from 01.04.2014 (A copy of the Bill passed in the Parliament is enclosed for your kind ready reference). 

You are aware that any change in Bonus Act would be an indicator while deciding the Payment of Bonus to the Central Government Employees. Accordingly, every time when Bonus Act is amended raising the payment ceiling limit, it is extended to Central Government Employees also. This issue was also raised by the Staff Side in the Standing Committee Meeting of National Council (JCM) held on 09th October, 2015.

Centre brings web tools to promote use of Hindi among employees

Central government has introduced web tools like audio-typing aid on computers and is working on making available Hindi classic literature digitally to promote use of the language among its employees, a top official today said.
“We have introduced e-tools to make learning and adaption of Hindi easier among central government employees. For their self-learning, we have also brought in audio-typing aid for their ease,” Secretary, Department of Official Language (Rajbhasha) Girish Shankar said.

The senior bureaucrat said this on the sidelines of a function to mark the 11th ‘World Hindi Day’ in the national capital.

Proposed revision in the Recruitment Rules (RRs) of Superintendent ( Sorting ) - regarding

Retiring officers to write note on their achievements

In another new initiative “Anubhav”, inspired by the Prime Minister Shri Narendra Modi, the Ministry of Personnel, Public Grievances & Pensions has advised officers retiring within a period of six months to leave behind a note or write-up on their achievements as well as outstanding work done by them which could have, according to them, contributed to efficient functioning of the government or any innovation introduced by them which could have led to improvement in work culture.

Disclosing this here today, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that “Anubhav” will serve as a platform for retiring employees to showcase achievements made by them during their service tenure. While the retiring employees can look back with satisfaction and a sense of fulfillment, the written account left by them could serve as a vital database for future improvement, he added.

Ministry of Personnel has, through a circular dated November 5, 2015, sought to reiterate and remind all the Ministries and Departments to follow up this initiative seriously. The Link to “Anubhav” Portal is available on the homepage of Department’s website at http://persmin.nic.in → DoP&T → Anubhav, he informed and added that initially this facility is available only to retiring Central Government employees including Central Secretariat Service (CSS) and Central Secretariat Stenographers Services (CSSS) officials.

Earlier, on the advice of Prime Minister, Dr. Jitendra Singh recalled that DoPT had also introduced a new practice of senior IAS officers who had put in nearly 25 to 30 years of service to revisit the place of their first posting as District Collectors or SDMs and furnish feedback about the change over the years as visualized by them. The DoPT and the Department of Administrative Reforms and Public Grievances (DAR&PG) are infact the Research & Development (R&D) organs of the government and not merely responsible for carrying out only transfers, promotions and empanelments. To this extent, he expressed satisfaction that during the last 17 months of the present government, a number of new reforms have been introduced with regard to recruitment in Services, Pension Department, IAS/Civil Services training and other areas.

Dr. Jitendra Singh complimented Union Secretary, DoPT, Shri Sanjay Kothari and Union Secretary, AR&PG, Shri Devendra Choudhary for their proactive approach which motivated the entire team of officers to carry forward the new initiatives.

Pay Commissions to submit report soon

Seventh Pay Commission is ready with its recommendations on revising emoluments for nearly 48 lakh central government employees and 55 lakh pensioners, and will soon submit report to the finance ministry. 

Earlier in August, the government had extended Commission's term by another four months till December 31 to give recommendations. 

"The Commission is ready with recommendations and the report will be submitted soon," according to sources. 

The Commission, whose recommendations may also have a bearing on the salaries of the state government staff, was given more time by the Union Cabinet just a day before its original 18-month term was coming to an end. 

Headed by Justice AK Mathur, the Commission was appointed in February 2014 and its recommendations are scheduled to take effect from January 1, 2016.

In continuation of the meeting by PJCA leaders consisting all General Secretaries and Secretary Generals of both Federations ( NFPE &FNPO) held with Chairman Postal Services Board , Member(HRD),  Member (O), Member(Tech) & other higher officers of Postal Directorate on 30.04.2015 at 1100 hrs on all the 26 Charter of demands, the PJCA had decided to insist a further meeting with Hon’ Minister of Communications in respect of the following three Major sectional demands pertaining to the Postal fraternity.
