Enhanced HRA benefit only 15 Slabs for lower levels

HRA is currently paid @ 30% for X (population of 50 lakh & above), 20% for Y (5 to 50 lakh) and 10% for Z (below 5 lakh) category of cities. 7th CPC has recommended reduction in the existing rates to 24% for X, 16% for Y and 8% for Z category of cities.

As the HRA at the reduced rates may not be sufficient for employees falling in lower pay bracket, it has been decided that HRA shall not be less than ₹5400, ₹3600 and ₹1800 for X, Y and Z category of cities respectively. This floor rate has been calculated @ 30%, 20% and 10% of the minimum pay of ₹18000. This will benefit more than 7.5 lakh employees belonging to Levels 1 to 3.

Government has decided not to abolish 12 of the 53 7th CPC allowances

Government has decided not to abolish 12 of the 53 allowances which were recommended to be abolished by the 7th CPC. The decision to retain these allowances has been taken keeping in view the specific functional requirements of Railways, Posts and Scientific Departments such as Space and Atomic Energy.

It has also been decided that 3 of the 37 allowances recommended to be subsumed by the 7th CPC will continue as separate identities. This has been done on account of the unique nature of these allowances. The rates of these allowances have also been enhanced as per the formula adopted by the 7th CPC.

This will benefit over one lakh employees belonging to specific categories in Railways, Posts, Defence and Scientific Departments.

7th Pay Commission: Modi, Jaitley meet to review allowances under Pay Commission

Prime Minister Narendra Modi will meet Finance Minister Arun Jaitley and Finance Secretary Ashok Lavasa today evening to discuss his views on Pay Commission allowances, reported ANI. Jaitley is expected to present the proposals regarding the said allowances before the Union Cabinet for approval sometime soon. He, however, will be out of the country on an official visit to Russia.

Jaitley, who is also looking after the Defence portfolio, will leave for a four-day visit to Russia on June 20. During his trip he will meet the Russian Defence Minister Sergey Shoygu to discuss matters of technical cooperation in the field of defence. He is expected to return by June 24.

Bunching effect to Postmaster Grade I - FAQ

Query 1: During 31st Dec 2015, Postmaster Grade I and their PA batch mate might be in different grade pays viz., Rs.2800 and Rs.2400 respectively. Could bunching effect can be considered only if both government servants are in the same pay scale?

Reply : vide department of expenditure OM order no 1-6/2016-IC dated at New Delhi the 7th September 2016 Para 1, it was mentioned that where in revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised pay band and Grade pay or scale as the case may be, get fixed at same cell in the applicable Level in the new Pay matrix one additional increment shall be given for every two stages of bunched

As per the above para two government servants may be in any grade pay or scale, if senior had 3% basic pay difference than junior, then he is entitled to get bunching effect.

All hope may not be lost for Central government employees who were expecting the government to make an announcement on higher allowances under the Seventh Pay Commission after the election season.
According to some media reports, the Committee on Allowances headed by Finance Secretary Ashok Lavasa may submit its report before the end of this month, giving a glimmer of hope to employees who can expect to get revised allowances from April.

The Committee on Allowances missed its earlier February 22 deadline for submitting its review report on the recommendations by the Seventh Pay Commission on allowances. 

HERE IS ALL YOU NEED TO KNOW ABOUT COMMITTEE ON ALLOWANCES:
Replying to a question on Seventh Pay Commission in Lok Sabha on March 10, Minister of State for Finance Arjun Ram Meghwal had said the committee on higher allowances was yet to submit its report. The minister, however, added that deliberations with the committee were in the final stage.

Article - Will Postmaster Grade officers get the bunching effect???

Dear Postmasters,

   No one has touched this issue so this article is published to the awareness of the Postmaster cadre officials. This article may only be applicable to the PAs recruited during the years 2006, 2007, and then passed the Postmaster Grade I exam during any of the years 2011, 2012, 2013,2014. Those officials have got their financial benefits like one notional increment and grade pay difference Rs.400(Rs.2800-Rs.2400) by the virtue of the Postmaster Grade examination. It is not applicable to the officials already got the MACPs and then joined as Postmaster Grade I.

  Though Postmasters are 5 years senior in the Grade pay Rs.2800 pay scale service, after MACP 1 some junior PAs have got the same pay in the revised pay after 7th pay commission in the pay scale Rs.2800. In no way 5 years service of senior can be nullified and fixed with the same pay of 5 years junior in the Rs.2800 grade pay scale. 

  So Postmaster Grade I officers shall be eligible to get one or two bunching effects as per the Department of Expenditure OM no 1-6/2016-IC dated at New Delhi 7th September 2016. The above said OM insists the following that in cases where in a revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised pay Band and Grade Pay or scale, as the case may be, get fixed at same cell in the applicable level in the new Pay Matrix, one additional increment shall be given for every two stages bunched and the pay of Government servant drawing higher pay in the pre-revised structure shall be fixed at the next vertical cell in the applicable level"

  The officials as per the conditions laid in the above para, shall be eligible to get one or two bunching effects as per the Department of Expenditure OM no 1-6/2016-IC dated at New Delhi 7th September 2016. But only condition is when compared in pre-revised pay(before 7th CPC) senior should have 3% more pay then junior to get one bunching.

The Finance Ministry today informed about the report of the ‘Committee on Allowances’, headed by Finance Secretary Ashok Lavasa and said no hike in Transport Allowance (TPTA) for central government employees in its report. The committee accepted the 7th Pay Commission recommendation in this regard, which was announced earlier.

7th Pay Commission: Committee of Secretaries might submit report on higher allowance on February 20

New Delhi, Feb 15: The ‘Committee on Allowances’ headed by Finance Secretary Ashok Lavasa, is likely to submit the report on higher allowances to Finance Minister Arun Jaitley on February 20, reports Sen Times. The committee was appointed in July 2016 for 4 months and got an extension until February 22, 2017.

Ashok Lava’s committee had in October last year stated that his team was ready with its report. As per now, the central government employees are paid allowances according to the 6th Pay Commission recommendations until issuing of higher allowances notification. In October 2016, Ashok Lavasa had said, “We are ready to submit our report, whenever Finance Minister Arun Jaitley calls up”.

(RR) dated 24/03/2009 regarding amendment of Service Rules/ Recruitment Rules in pursuance of Sixth Pay Commission’s recommendations. The revised pay structure recommended by 6 thCPC and approved by the Government included a number of ‘merged grades’ with a common Pay Band and Grade Pay.

Further delay to the 7th CPC allowance committee implementation

7th Pay CommissionReliable sources indicate that the central government will announce higher allowances under 7th Pay Commission for the central government employees only after the completion of five states assemblies poll process, as the model code of conduct has come into effect from Wednesday.

The 7th pay commission has already submitted its report, the Committee on Allowances set up by the government is also ready with its reports, however the government is not willing to accept it now, its buying more time.  The Government may delay it till mid March or March end.

The CG Staff are not yet given the full Benefit of 7th CPC Recommendation

The actual increase on account of implementation of 7th CPC recommendation is still not fully available to Central govt Staffs.

The recommendation of 7th Pay Commission has been implemented with effect from 1.1.2016 and the revised salary is being paid from this effective date. The Central Government, after implementing the Pay Panel report, hasn’t announce any decision about Allowances even after 12 months, created frustration among central government employees.

7th Pay Commission: Higher allowances to be delayed as committee gets extension till February 22

New Delhi, Dec 19: Central government employees will have to wait till February next year to get higher allowances under the 7th Pay Commission recommendations. The ‘Committee on Allowances’ has got extension till February 22, 2017 to give its report on higher allowances. The extension given to the ‘Committee on Allowances’ raises eyebrows because the panel in October said the report on higher allowances under the 7th Pay Commission recommendations is ready. Union Finance Minister Arun Jaitley then formed ‘Committee on Allowances’ for examination of the recommendations of 7th Pay Commission on allowances other than dearness allowance.

7th CPC: Finmin gets 2 months more to issue higher allowances notification

“The October-November month is the scheduled for issuing notification for the Finance Ministry, but the time was extended by 2 months because the cash crunch on account of demonetisation, which is taking time to get normality. Therefor,unless the banks can begin to function with a modicum of efficiency, the government will not issue notification on higher allowances to save demonetisation chaos,” the official said.

7th Pay Commission: Enhanced allowances with arrears to be paid in January

New Delhi: The government is going to pay of enhanced allowances to its 4.8 million central government employees according to 7th Pay Commission recommendations in January along with five months arrears, when situation will return to normalcy after cash crunch period.

The payments will be made after cabinet nod following the the committee on allowances report, the finance ministry source said.
