Trade Unions meet F.M., demand D.A. merger among other demands.

The Union Finance Minister Shri Arun Jaitley said that skill development would be given priority so that more and more trained workers join the Indian economy. He said that the Government will give due consideration to the Ten Point Joint Charter of Demands given by the Central Trade Unions while formulating the budgetary proposals. The Finance Minister was speaking here today while interacting with the representatives of the Central Trade Unions as part of his Pre-Budget Consultation meetings.

Along with the Finance Minister, the meeting was attended by Ms. Nirmala Sitharaman, Minister of State for Finance and Corporate Affairs, Shri Ratan P. Watal, Expenditure Secretary, Shri Rajiv Takru, Revenue Secretary, Smt. Gauri Kumar, Secretary, Ministry of Labour and Employment and senior officers of the Ministry of Finance among others.

Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying the same grade pay.

In many divisions, Postmaster Grade officials got their one notional increment, if their promotion grade pay is same as feed cadre grade pay. Please expedite the same in all divisions to get the notional increment.

Subject:- Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying the same grade pay.

The undersigned is directed to invite an attention to the provisions contained in Rule 13 of the CCS(RP) Rules, 2008, which provides for the method of fixation of pay on promotion on or after 1.1.2006 in case. inter-alia, of promotion from one grade pay to another. The Rule provides for fixation of pay by way of addition of one increment equal to 3% of the sum of the pay in the pay band and the existing grade pay (rounded off to the next multiple of 10)to the existing pay in the pay band and then fixing the pay in the promotional post as per the procedure prescribed therein.

(d) if so, the details thereof and the details of action taken thereon; and

(e) the reasons for delay in constitution of 7th Central Pay Commission?

Finance Ministry Issued Orders on Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.1.2014

OFFICE MEMORANDUM

Subject: Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.1.2014.

The undersigned is directed to refer to this Ministry’s Office Memorandum No.I-8/2013-E-II (B) dated 25th September, 2013 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 90% to 100% with effect from January, 2014.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1(3)/2008-E-11(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. The payment of arrears of Dearness Allowance shall not he made before the date of disbursement of salary of March. 2014.

5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will he issued by the Ministry of Defence and Ministry of Railways, respectively.

6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Possibility to announce Interim Relief before elections

Proposals of Enhancement of Retirement age and Merger of D.A may not materialize

It was learnt from the sources close to the Union Government that the proposals of Enhancement of Retirement age of Central Government Employees from 60 to 62 years and Merger of D.A to basic pay may not be materialized now before General elections. 

Accordingly, these two proposals have not been taken up for consideration by the union Cabinet in its meeting held on friday. But there is possibility to announce Interim Relief (I.R) before elections.

NEW DELHI: The Union Cabinet on Friday raised dearness allowance to 100% from 90%, benefiting 50 lakh employees and 30 lakh pensioners.

The government has also cleared the way for merger of 50% DA with basic pay by approving it among the terms of reference of the 7th Pay Commission. An official said now the commission can suggest the merger in its interim report. 


He added that 50% DA merger with basic pay will roughly increase the gross salaries of central government employees by around 30%.

Reference of 7thCentral Pay Commission (CPC)

The Union Cabinet today gave its approval to the Terms of Reference of 7thCentral Pay Commission (CPC) as follows:-

a) To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalization and simplification therein as well as the specialized needs of various Departments, agencies and services, in respect of the following categories of employees:-

i. Central Government employees-industrial and non-industrial;

ii. Personnel belonging to the All India Services;

iii. Personnel of the Union Territories;

iv. Officers and employees of the Indian Audit and Accounts Department;

v. Members of regulatory bodies (excluding the Reserve Bank of India) set up under Acts of Parliament; and

vi. Officers and employees of the Supreme Court.

10 % DA ANNOUNCED

Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.1.2014 
The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent. 

Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 100 percent of the basic with effect from 01.01.2014. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission. 

The combined impact on the exchequer on account of both dearness allowance and dearness relief would be Rs. 11074.80 crore per annum and Rs. 12920.60 crore in the financial year 2014-15 ( i.e. for a period of 14 months from January 2014 to February 2015).

CABINET COMMITTEE APPROVED 10% DEARNESS ALLOWANCE HIKE FOR CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS

The Union Cabinet today approved to increase in  Dearness Allowance by 10% to Central Government employees.
The rate of Dearness allowance shall be enhanced from the existing rate of 90% to 100%.

Revised rates effective from 1.1.2014.

Finance Ministry will publish detailed orders regarding this issue within this month.

This week may bring cheer to central employees and pensioners


Central Govt. employees and pensioners will find reasons to celebrate this week. The union cabinet is likely to clear some long awaited demands for it's staff in the next meeting later this week The F.M., currently on foreign tour, likely to return India on 26th February and after which cabinet meeting is likely to take place. According to information available with us, merger of 50% D.A., an additional hike of 10% D.A. from 01.01.2014, granting of Interim Relief and enhancing retirement age to 62 years are under the consideration of Govt. and some of these are to be approved in the next cabinet meeting.

As the notification of loksabha poll may be issued in the first week of March, this would be the last cabinet meeting before the code of conduct comes into force. So the central employees and pensioners may definitely hope for some bonanza to be announced this week.

PROFILE OF Hon'ble Mr. Justice A.K. Mathur -- Chairman 7 th CPC

Mr. Justice Ashok Kumar Mathur, M.A.,L.L.B – was born on August 7, 1943. He was enrolled as an Advocate of the Rajasthan High Court on October 20, 1967. He was appointed as Assistant Government Advocate and Deputy Government Advocate on August 2, 1969 and Government Advocate of Jodhpur from January 31, 1977 to July 12, 1978. Appointed as Additional Advocate General in 1981. He was appointed as Additional Judge on July 13, 1985 and permanent Judge of the Rajasthan High Court on July 23, 1986. He was transferred to the Madhya Pradesh High Court on February 18, 1994.

He was appointed as Chief Justice of Madhya Pradesh High Court from February 3, 1996. Transferred to the Calcutta High Court on December 22, 1999 .

He was elevated as Judge , Supreme Court of India on June 7, 2004 and retired on August 7, 2008 (F/N)

   (c) the time by which the said Commission is expected to submit its report along with the date from which it is likely to be implemented; and
   (d) whether representatives of defence forces have been included in this Commission; and
   (e) if so, the details thereof?
ANSWER

   (a) : Yes, Sir.

   (b) to (e): The Government has initiated the process to constitute the 7th Central Pay Commission along with finalization of its Terms of Reference, the composition and the possible timeframe for submission of its Report. The date of effect thereof will be known once the Report is available.

Gross Salary for Newly Appointed Postal Assistant / Sorting Assistant / PA SBCO

A request was made by a candidate regarding salary structure of newly appointed  Postal Assistants/Sorting Assistant (PA/SA) and the details are as follows

B.P = Basic Pay
D.A = Dearness Allowance
H.R.A = House Rent Allowance
T.A = Transport Allowance

The above are used for calculating the total salary of a Postal/Sorting Assistant
PA/SA’s are included in the Pay Scale of  5200-20200  with a grade pay of 2400.

Calculation:

1. Basic Pay (BP) = 9910 (7510 + 2400)

2. Dearness Allowance = Dearness Allowance (DA) is given by the Government in every six months ie, in January and July every year. From Jan 2013, the Dearness Allowance is 80%. Thus the present DA is 80% of 9910 which works out to 7928.

3)    House Rent Allowance (HRA) = HRA is calculated based on the city where you are working. In India the cities have been classified into three categories as “X”, “Y” and “Z”.

Expected DA From Jan 2014 - Possibility Of Increase Of DA By 11%

As per the present state DA has reached 90 %. At this juncture, Central Government Employees are eagerly waiting to know the percentage of increase in the month of Jan 2014. The DA increase in the month of Jan 2014 does have certain importance in it. Because when DA reaches 100%, there is a possibility of increase of certain allowances also simultaneously.

As per the recent publication of AICPIN value, DA has reached the height of 93.93 % at present. During the coming four months, if the AICPIN value increases by 1point, there is a possibility of DA reaching the 100 % mark. Likewise, if the average becomes 2point, there is a chance of reaching 101 % as DA. During the ensuing four months, based on the value calculation of AICPIN, it would be possible to calculate DA accurately. Still, there is maximum possibility of increase of DA by 11 %

The calculation on expected  DA FROM JAN 2014 is as follows:
