Subject: Non filling up of all the Postmaster Grade II/III posts by the some postal circles under one time relaxation orders of the postal directorate– reg

Reference: Directorate letter No. 04-43/2013-SPB-II dated at Dak Bhavan, Sansad Marg, New Delhi the 28.04.2016

Respected Sir,

        1. Vide above reference of the Postal Directorate, all the Postal circles were directed to fill all the PM Grade II and III posts in the following manner and reported to the compliance to the postal directorate.

Table:
Sl. No
Promoted from
Promoted to
Required service as per onetime relaxation order
Regular/Adhoc promotion
1
Postmaster Grade I
Postmaster Grade II
5 years
Regular
2
Postmaster Grade I
Postmaster Grade II
3 years
Adhoc
3
Postmaster Grade II
Postmaster Grade III
4 years
Regular
4
Postmaster Grade II
Postmaster Grade III
2.5 years
Adhoc

        2. But It is really very unfortunate that many postal circles were not at all initated the the promotional proceedings even after the lapses of more than one year from the postal directorate order.

3. After prolonged struggle and because of the acute shortage in Postmaster Grade II and III posts, one time relaxation for service conditions was obtained from the DOPT. But it is really pathetic that many postal circles were not at all imitated anything for such filling up of Postmaster Grade II and III posts.

4. In the same time, some postal circles were given regular promotion and some postal circles were given adhoc promotion for the 2011 Postmaster Grade batch officials. It may create chaos in the All India Grade III combined seniority for senior postmaster cadre promotions in future.

Now all the 2011 batch Postmaster Grade officials were completed 5 years 8 months service to get the regular promotions under one time relaxation orders.

So this association request to obtain the compliance report immediately from the postal circles without further delay for the one time relaxation postal directorate order. In addition to that to avoid further administrative inconveniences and repeated DPC proceedings, this association request to regularize all the promotional postings as regular but seniority may kindly be fixed as per the merit/gradation list of the feeder cadre in future to avoid the seniority issues in Postmaster cadre.

Thanking you.

Yours faithfully,

(MANOJ BHARDWAJ)
