Minutes of the Four Monthly meeting held by the Chief PMG with All India Association of Postal Supervisor (GL) in the Conference Hall of the O/o the Chief Postmaster General on 23rd Nov’16

Subject No. 1 (01/08/16):


     Regular promotions orders are issued under Directorate one time relaxation orders and adhoc promotion orders are yet to circulate for Postmaster Grade II.   

Reply:

     The DPC met on 24.8.16 for considering the promotion of   PM Grade I officials to PM Gr. II who fulfill regular eligibility condition and by relaxing the eligibility in qualifying service for less than one year as per Dte’s instructions in letter No.04-43/ 2013-SPB-II dated 28.04.16. Based on the recommendations of the DPC, the promotion order has been issued for 10 PM Grade I officials vide C.O letter No.STA/2-PM Gr. II/2016 dated 26.09.2016. Compliance report from Regions regarding date of joining/declination has been called for and is yet to be received. After receipt of that report, the request for making adhoc promotion will be considered.

New Subject:
Subject No. 1:

     Request to give revised 7th CPC Pay fixation option form after regular/adhoc promotion of Postmaster Grade II ad Postmaster Grade III Officials under the Directorate one time relaxation order No. 04-43/2013-SPB-II dated 28th Apr’16, from the date of Directorate Order, i.e., 28thApr’16.

     Vide above reference Directorate order, it is ordered to promote the Postmaster Grade Officials in the following manner as a onetime measure on 28th Apr’16.

     Vide Circle Office orders Memo No.STA/2-PM Gr.III/2016 dated at 09thAug’16 and STA/2-PM Gr.II/2016 dated at 26th Sep’16 one time relaxation orders are issued for regular promotions.

     But vide 7th CPC revised pay rules dated 25th Jul’16 – Para 5 of the Min. of Finance – Department of Expenditure, those Officials were promoted from 01st Jan’16 to 25th Jul’16 are only eligible to switch over to the new pay from the date of promotion.

     But the Directorate orders are issued well advance in between the above mentioned period i.e. 28th Apr’16.  Because of the administrative side procedures only promotions are delayed not by the Official side. So by considering the Directorate date Officials may kindly be allowed to switch over to the new pay from the date of 28th Apr’16 by giving fresh 7th CPC pay fixation option.

     One illustrative example for the Basic pay hike with and without promotions is produced below to get the due kind attention of the Circle administration:

     The above illustrative table is only to the Basic Pay loss, if the proportionate loss is calculated to the DA and HRA promotion due Postmasters might have affected with nearly Rs.5000/- loss per month.

     Because of the severe loss, this Association is receiving so many objections from the Staff side and Postmaster Cadre Officials might have loss nearly Rs.5000/- per month for lengthy 10 years till the next pay commission.

     So this Association is requesting the hon’ble Chief Postmaster General to kindly promote the Postmaster Grade I Officials to Postmaster Grade II under adhoc promotion and once again fresh pay fixation option form may kindly be asked to exercise the new pay rules 2016 from all the Officials promoted under one time relaxation order of the Directorate, since delay is occurred because of the administrative procedures not because of the Official side.

Reply:

     Directorate’s letter No.04-43/2013-SPB-II dated 28.4.2016 by relaxing the service condition has been received on 2.5.16. Promotion process to PM cadres was made on 5.5.16 itself.

With regard to PM Gr.III:

     After completing DPC procedures,14 PM Grade II officials were ordered for PM Grade III promotions vide Memo No. STA/2-Gr.III/2016 dated 9.08.2016.



With regard to PM Gr.II:
     The DPC met on 24.8.16 for considering the promotion of PM Grade I officials to PM Gr. II who fulfill regular eligibility condition and by relaxing the eligibility in qualifying service for less than one year as per Dte’s instructions in letter No.04-43/2013-SPB-II dated 28.04.16. Based on the recommendations of the DPC, the promotion order has been issued for 10 PM Grade I officials  vide C.O letter No.STA/2-PM Gr. II/2016 dated 26.09.2016. Compliance report from Regions regarding date of joining/declination etc. is yet to be received.  On its receipt request for adhoc promotion to remaining vacancies will be considered.

     Under relaxation, no PM Grade I official was promoted to PM Grade II cadre on regular basis.  (Among the 7 PM Grade I officials considered for promotion to PM Grade II cadre under relaxation condition, 3 officials: Retired from service during 4/2016 & 5/2016 and 4 cases were not recommended).  

     The guidelines for DPCs under para 6.4.4 under the chapter Promotion in Swamy’s – Establishment & Administration is reproduced,

6.4.4:  Promotions only prospective:
     While promotions will be made in the order of the consolidated select list, such promotions will have only prospective effect even in cases where the vacancies relate to earlier years(s). As per the Guidelines cited above, promotions have only prospective effect even for the vacancies relate to earlier year(s).

     Under the provision contained in OM No.F-7/1/80-Estt dated 26/09/81 of Department of Personnel and training, New Delhi incorporated in Govt. of India order below FR 22, the Officials who are promoted on regular basis are entitled to exercise an option for fixation of pay on promotion under FR 22 (1) a (1) on the date of promotion or on the date of accrual of next increment in the scale of pay in lower post.  The option in this regard should be exercised within one month from the date of promotion.  Option once exercised is final.  The officials now promoted on regular basis are not entitled for any pay fixation in the pay band and Grade pay applicable to PM Grade-III/II Cadre if they have already availed the benefit of financial upgradation under TBOP/BCR Scheme/MACP Scheme.

     Further, the condition for exercising option to fix the pay is applicable only in case of regular promotion not in cases of adhoc promotion as per FR22. (I) a (1) with reference to O.M.No.13/2/ 2007-Pay I dated 10.8.2007.

     In view of the above facts, the request of the service union on the above subject could not be acceded to.

     Permission cannot be given retrospectively.

Subject No. 2:

     Request to give suitcase, mobile recharge for Public Relation Inspectors since they are having field duties.
Reply:

     Like IP/ASPs, PRI (P)s can be paid mobile recharge.  SSP, Chennai City Central Division has replied that they are not eligible for brief case.  But as their Grade Pay is Rs.4200/-, their cases can be considered by SSP.

Subject No. 3:

     Request to pass the orders to CCR/Western/Central/Southern Regions to give Annual Maintenance contract to all the computers and peripherals which is not having warranty and AMC.

Reply:

     SSPOs/SPOs are competent to deal with this subject.  The subject may be taken up at Divisional level.  However all Regions will be directed to review the AMC position in the Divisions.
