Minutes of the Four Monthly meeting held by the Chief PMG with All India Association of Postal Supervisor (GL) in the Conference Hall of the O/o the Chief Postmaster General on 30th  Aug’16

The following items were discussed:

New Subjects:

Subject No. 1:

     Request to implement the Directorate Orders to give promotion to the PM Grade Officials:
     This is regarding the promotion of the Postmasters Grade officials. Though the Directorate issued orders to that effect, still the orders of promotion not given effect from the CO.  Moreover the officials who were all in the verge of retirement stage go on retirement without getting the eligible monetary benefit. Hence considering the welfare of the senior most Postmaster Grade officials, the association is requested the Chief Postmaster General to release the promotion orders without further delay. 
Reply:
Directorate vide letter No.04-43/2013-SPB-II dated 28.04.16has issued directions to fill up vacant posts by  relaxation of eligibility in service condition for promotion to the cadre of Postmaster Grade II and Postmaster Grade III  with the approval DOP&T as  an  onetime measure subject   to following conditions:

(i)           The method of recruitment is by promotion only.

(ii)          The relaxation in qualifying service is for less than one year.

(iii)        Where relaxation for more than one year and up to 50% of minimum qualifying service is required for promotion, the promotion shall not be treated as regular.

With regard to Postmaster Grade III:

a. As per Department of Posts, Senior Postmaster (Group B Gazetted), Postmaster (Grade “III & II”- Group B non- Gazetted) and Postmaster (Grade I- Group C non- Gazetted) Recruitment Rules, 2010, dated 9.9.10, the   eligibility condition for promotion to Postmaster Grade III  ie  five yearsregular service in Postmaster Grade II including regular service, if any, in Higher Selection Grade II as on crucial year.

b. According to the existing RRs, 16 PM Grade II officials were eligible for considering promotion to PM Grade III against the 39 vacancies in 2016-17.  Based on the recommendations of regular DPC which met on  24.03.2016,  9 PM Grade II officials were promoted to  PM Grade III for  the vacancies 2016-17 vide C.O. MemoNo.STA/2-PM Grade III/dated 5.4.16.             

c. In accordance with the instructions of Directorate’s letter No.04-43/2013-SPB-II dated 28.4.2016, 14 PM Grade II officials were ordered for PM Grade III promotions vide Memo No. STA/2-Gr.III/2016 dated 9.08.2016. Compliance report from Regions regarding date of joining/declination is yet to be received.

d. There are no PM Grade II officials who fulfill the condition for making adhoc promotion w.r.t point (iii) of Dte’s instructions.

With regard to Postmaster Grade II:

     The DPC met on 24.8.16 for considering the promotion of   PM Grade I Officials to PM Gr. II who fulfill regular eligibility condition  and by relaxing the eligibility in qualifying service for less than one year as per Dte’s instructions in letter No.04-43/2013-SPB-II dated 28.04.16. Based on the recommendations, the promotion order is under issue.

Subject No.2:

     Poor maintenance of Postal staff  Quarters in Chennai city:     In Chennai cities having Postal Staff quarters at 1) Dr. Subbarayan Nagar Teynampet,  2) Mylapore PO campus, 3) Anna Nagar and 4) Perambur.
     All staffs who were all having in the above staff quarters facing the following problems in there day to day life.
1)       The entire surroundings are need cleaning.
2)       The grass found in the ground are should be removed.
3)       Most of the building walls found crack and damaged condition.
4)       Trees and Plants grow in the building walls.  It should be removed.
5)       There is no proper security to the staff and their families.

Kindly look into the welfare on war basis and take necessary action to settle the above items.
Reply:
     The work of Annual Maintenance and Repairs for Postal Staff Quarters at Dr. Subbaraya Nagar, Mylapore, Anna Nagar, JJR Nagar, Vyasar Nagar, Taylors Road and Ashok Nagar for the financial year 2016-17 has been entrusted to Civil wing. The outsourcing agencies will be engaged by the Civil Wing, after finalizing the Tender formalities.      With regard to security in Postal Staff Quarters, Directorate has called for fund requirements for installation of CCTV cameras in the workplace as well as the Postal Colonies.  The report has been obtained from Regions for an estimate of Rs.5,41,36,850/- which has been projected to Directorate for installation of 941 locations.  Meanwhile the residents are requested to make security arrangements at their end. 

Subject No. 3:

     Request to give due monthly meetings with extend the trade union facilities:

     It is learnt that the Divisional Heads are not given the due monthly meeting stating that have not received any orders/communications from the Regional Office.

     Hence it is requested that necessary orders may please be issued without further delay to all the Divisions to give the due monthly meeting with extends the trade union facilities.
