SEPTEMBER 2 STRIKE - STAND OF POSTMASTER CADRE AND POSTAL SUPERVISOR OFFICIALS

Dear Postmasters and Postal Supervisors,

        On september 2 strike, Postmaster cadre officials will NOT participate and all the postmaster grade 1,2,3 offices shall be kept opened and proportionate transactions shall be done as per the available staffs on that day.

      All the AIAPS(GL) Postal supervisors(General Line) shall work in their concerned branches allocated.

        Because of the following reasons, AIAPS(GL) is NOT participating in the strike.

1. As per the CHQ call some unions are participating in this strike. Our CHQ is not invited to participate in this strike by JCA. Hence we are NOT participating in this strike.

2. No demand is placed for our Postmaster cadre and general line supervisors. Not only this strike for the past 4 years, no demand was placed in respect to the Postmaster cadre grievances.

3. Already we had a very bitter experience with the july 11th indefinite strike call. Because of the double stand, we lost our 10 months HRA and other allowances. 

AIAPS(GL) has taken the case of violation of DPC norms while Postmaster Grade III promotion

Ref : Directorate letter No. 04-43/2013-SPB-II dated at Dak Bhavan, Sansad Marg, New Delhi the 28.04.2016.

         Vide above reference, directorate expedite the action from circles to fill all the unfilled Grade II and Grade III posts.

        But unfortunately in the 2 recent DPCs, some due Postmaster Grade II officials’ promotion is barred by saying the “censure as a punishment” and “currency period voided punishments” which are clearly being a violation of guidelines circulated already while conducting the DPCs.

POSTMASTER CADRE - IT IS WISE TO ASK 3 MONTHS TIME TO GIVE OPTION FORM????

Dear Postmasters.............

             Because of the Cadre restructure is nearing, It is wise to ask 3 months time as per the Central Civil services (Revised Pay rules) 2016 Para no 6(1) provisions by the Postmaster cadre officials especially Grade I postmaster cadre officials.

              Reasons are as follows.....

Reason 1 :

     As per the para 'B' of cadre restructure order dated 27.05.2016, General line LSG posts are elevated to G.P Rs4200 from G.P Rs.2800.

    In the same way, as per the "same work same pay concept" and "PM Cadre is carved out only from LSG posts", it is more or less confirmed that PM Cadre is gonna fixed with G.P Rs.4200/-.

    But the question is when?

  Fine these are the illustrations of two postmaster cadre officials......

A Postmaster cadre official, his basic pay is Rs.13810 is fixed with new pay rules w.e.f., 01.01.2016.

Another postmaster cadre official, and his basic pay also Rs.13810 is asked three months time.... Comparative study is as follows....

Induction Training Period can be Taken for Counting Service for MACPs - Clarification

Clarification has been given by the office of Postmaster General, Hyderabad Region in connection with the question whether pre appointment period can be taken into account for calculating service for MACPs.

Pledging PF to buy home may soon become a reality

NEW DELHI: Retirement fund body EPFO may soon introduce a scheme to allow its over 4 crore subscribers to pledge their provident fund to buy low-cost houses and use the account to pay equated monthly installments.

"We are working on a housing scheme for members of the Employees' Provident Fund Organisation (EPFO). Under it, members will be allowed to pledge their PF accumulations to buy homes," Labour Secretary Shankar Aggarwal told PTI.

Amendments to the Maternity Benefit Act, 1961 

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its ex-post facto approval for amendments to the Maternity Benefit Act, 1961 by introducing the Maternity Benefit (Amendment) Bill, 2016 in Parliament.

The maternity benefit Act 1961 protects the employment of women during the time of her maternity and entitles her of a 'maternity benefit' - i.e. full paid absence from work - to take care for her child. The act is applicable to all establishments employing 10 or more persons. The amendments will help 1.8 million (approx.) women workforce in organised sector.

DA Merger would have been more beneficial than Pay Commission

DA MERGER WOULD HAVE BEEN MORE BENEFICIAL THAN PAY COMMISSION

The 7th CPC submitted its report in November 2015. The Empowered Committee of Secretaries blocked it for 7 long months. Finally the cabinet approved the report without any modification, The Gazette Notification on the pay and allowances of employees was issued on 25-07-2016. The same minimum pay of Rs.18000/- The same multiplication factor of 2.57. Absolutely no change.

Let us now analyse what would have been the case, had 50% of Dearness Allowance / Dearness Relief been merged with pay / pension with effect from 01-11-2011. DA merger had taken place before implementation of 5th and 6th CPC Recommendations.

7th Pay Commission: Payment of arrears with current month salary; committee on allowances to meet this week

The first meeting of the Finance Secretary-led committee appointed to look into the allowances recommended by the 7th Pay Commission is scheduled this week while the payment of arrears will be paid to central government employees and pensioners in a single installment along with this month salary.

IANS has reported quoting Finance Secretary Ashok Lavasa that the committee on allowances will have its first meeting this week.

AIAPS(GL) write the letter to the CPMG regarding the pay fixation loss because of not implementing the directorate one time relaxation promotional order

Dear Postmaster Grade officials,

                   Because of not implementing the one time relaxation promotional order of the directorate, many promotion due Postmaster cadre officials are going to be severely affected while exercise the new pay under revised pay rules 2016.

                   Regarding that letter shall be submitted to the CPMG, Tamilnadu circle and scanned copy shall be published in this blog soon.

                  Same kind of letter may kindly be submitted to every circles which were not implemented the directorate one time relaxation order.

        Even after the lapses of 3 months, because of not implementing the above directorate order many of the postmaster cadre officials are in severe loss while exercising the pay fixation options as per the Revised Pay rules 2016 without promotional hike.

        One illustrative example for the basic pay hike with and without promotions is produced below to get the due attention of the circle administration.

        The above illustrative tables is only to the Basic Pay loss, if proportionate loss is calculated to the DA and HRA promotion due postmasters might have affected with nearly Rs.5000 loss per month. Because of the severe loss, this association is receiving so many objections from the staff side and Postmaster cadre officials might have loss nearly Rs.5000 per month for lengthy 10 years till the next pay commission.

So this association is requesting the hon’ble Chief Postmaster general to promote the Postmaster Grade officials on war foot basis and once again fresh option may kindly be asked to exercise the new pay rules 2016 after the above said promotions since delay is occurred because of the administrative procedures not because of the official side.
