Letter from our com. Smt. R. Sudha PM Grade I Mandaveli.

Dear Postmaster cadre friends,

           Various representations are received all over the India, giving precise views of Postmaster cadre officials regarding cadre restructure and 7th CPC proposals. Among them few of those shall be posted in this website to create the awareness. AIAPC sincerely thanks Smt. R. Sudha for giving ample examples to bring the issues of PM Cadre even stronger in future. Representation of Smt. R. Sudha is as follows.....

Sir,

I am R.Sudha, working as Postmaster Grade I, Mandaveli, Chennai 600 004.  I have seen your post in the postmastercadre blogspot regarding fixation of pay on promotion.  Last year itself, based on the said order of Ministry of Finance, myself and many of my friends in PM Grade I cadre have already requested our Divisional heads for grant of one notional increment, but we were denied of the increment with a written reply that you are not eligible for notional increment. But some of my other colleagues (Tirunelveli, coimbatore) have already obtained one notional increment based on the same order. It is felt that only if Ministry of Finance issues a clarification to our Department, the problem will be solved.

             Some of the other problems faced by this cadre are

1)      When Circle Processing centres were formed, willingness of officials were called for. But it was noted in the circular that only LSG officials need to apply and not Grade I postmasters. The posts of PM Grade I posts were initially carved out from LSG posts only and there was an assurance that  PM Grade I officials will be treated on par with LSG officials. But in the above case the same has been violated.
2)      In the recent cadre restructuring also, justice was denied to PM cadre officials.
3)      While sanctioning claims, the limit of sanctioning of LSG cadre is being taken and as such sanctioned by PM Cadre officials on par with LSG, for which the Department has not raised any objections like the LSG officials only can sanction such claims and PM cadre officials are not eligible to sanction such claims. Neither the PM cadre officials have been included  in the list of sanctioning authorities. When LSG officials and PM cadre officials are not treated equally, why not the PM cadre officials stop sanctioning claims stating that there is no specific order authorizing PM cadre officials as sanctioning authorities? When the PM cadre officials are not treated equally with LSG, Why should they take the risk of sanctioning without any specific orders?
4)      Many of the LSG officials are working as APMs only looking after only one branch, and a few only are working as LSG Postmasters unlike PM cadre officials who are looking after the entire office problems.  But the PM cadre officials cannot work as APMs. The responsibilities are more for PM cadre officials than the LSG, HSG officials in the above aspect also.

In view of the above problems,  suggestions may be given to 7th CPC for merger of LSG, HSG II, HSG III with Grade I, Grade II, Grade III as LSG, HSG cadres are not at all treated on par with Grade I, II, III cadres. The above problems may be brought to the notice of Circle Unions also, i.e, NFPE, FNPO.
